Designed in the Public Works Administration (PWA) Moderne style, the scheme is reminiscent of Beaux-Arts classical with a central pavilion flanked by lower matching wings.

The building originally housed the Iowa National Guard’s WW2 34th Infantry Division.

Vertical fluting between windows on the first and second floors, the suggestion of a balustrade at the top of the wall plane, and the spread wing eagle at the pavilion are the extent of the ornamentation.

Large bronze wall lamps project from rectangular buttresses at each side of the entrance.
